This time he, the investigator, showed me a door on the second floor was not secured, missing a handle, etc which was the case during renovation, but very hard to access if you had a ladder, and two windows that had old style brackets were not secured.

In the specs, it says it can pump water up 20 feet vertically, so that should get you out of a basement if it has a window or something.

Don't even get me started on windows; old windows look quaint and can be repaired but just suck all the way around compared to new windows

That said, if the property you're attempting to finance is materially larger than the properties you currently operate (IE - you're trying to finance a 30 unit building, but have only operated a series of 4-plexes to date), then sometimes this rule gets thrown out the window and you'll still be subject to the "Limited Multifamily Experience Sponsor" re-sizing parameters.
