Up side would be discovering hydro, septic and water are still usable.Calculations based on worse case scenario on costs to rebuild and final ARV. 

When that's not possible we keep the baseboards and use a hydro air system.

@Kevin Green, I took a closer look at your pictures - keep in mind, I'm just looking at some pictures, not present at location and far from an expert - but here are some other observations:I think you have a problem with that retainer wall also - is already buckling, probably from not having a proper drainage behind it (yes, hydro-static pressure will move big stones walls) and sooner or later is going to crumble.

He left a jet ski/trailer in the unit, so I couldn't move it out and get a new tenant in there. 

The people had a half of a dozen cars, a boat, jet skis and a ton of stuff. 

I had a deposit on the Vision Jet  well the GFC put that project on hold and then by the time they came to market what was going to be a 1 mil personal jet became a 2.5 mil personal Jet..
