At 1st I never wanted to sell anything, just hold indefinitely. 

Do you want to hold the property indefinitely or trade up to more hands off assets down the road??

First right of refusal would allow the owner to keep on renting indefinitely and never sell. 

Then when you make the claim the assessor is going to reassess the property back to the ownership date and since you did not file a PCOR, preliminary change of ownership timely they can go back indefinitely to collect taxes owed which could be tens of thousands of dollars.  

Just operate it indefinitely?

If not, they will hold off, indefinitely.

One thing I noticed is that one of the valves seams to tighten to a sure stop whereas the other one just gets indefinitely tight - like the rubber bottomed out on one seat but not the other..
