Passive means if they are not actively involved in the business or decision makers. 

The point is people who qualify as accredited are generally better decision makers and even if they lose money, they are more likely to be able to recover.

I agree with the other posters, chances of you contacting the decision maker for that particular property are extremely low.

 I would not make RE investments based on an "air taxi" pipe dream. 

That would be okay, except they didn't unhook the water line to the ice maker, pulled it, and now there's a leak.
