If they are monitoring those who are positive and not quarantining, you could report him. 

I just finished the classes for NYC, during quarantining during the pandemic.

San Francisco has a unique set of real estate and quarantine laws that anyone outside of the area will more than likely not know about and could very likely give you advice that won't work in your situation and inadvertently cause more problems.I'm very sorry this happened to you, and I hope you can remediate the situation ASAP.Good luck.
