I agree with @Roy N. that it sounds like the weep hole(s) at the bottom of the storm window frame is/are blocked, or the weep area around the bottom of vinyl replacements near the sides is blocked.So, what type of window is this, so that we can suggest how to look for this?

purchase price 30k 25% down @ 5% 30 fix 3 plus one SFH built in 1954 new roof, ac, windows, ktichen cabs, counters 1000sq ft Corner Lot 9000+ sqft 700 garage/steel building shop..ran test ad for this alone seems $180 House rents at 750 to 850...I ran test ads plus reserched Market-PMs Section 8 is around $900 Needs $3000k carpet,paint, vinyl, misc use home depot cheap stuff Wells Fargo Appraised $44, 500 arv I have team for maintenance and pm if needed.

If you are doing carpet or vinyl tile don't hesitate to get a quote for ceramic or laminate flooring for those areas instead the difference may not push you past your budget number.The homes listed all appeared to be neatly landscaped , and surprisingly no snow on the ground, so I would make sure that your place is as neat and well maintained looking when you list it.

I would look into your city and state codes, but in my experience when i installed a gas fireplace in my property instead of lining it with a new flue i simply installed a new b vent chimney inside the old brick one, and my water heater also was vented though the old brick as well with a 3" b vent, if you would like to bypass the old chimney all together and cap it (bug prevention) look into new 95% effecent furnaces, they are vented in PVC and can be vented out through side walls, they also make power vent water heaters if you did not want to convert to electric.
