My understanding was that for the ballot it is a vote to allow the council to craft their own policy without having to have the ordinance be voted on by residents?

Read thru some city council or commission meeting minutes.

At minimum you should be talking to the planning and zoning department or whoever issues permits to get their take on things, and I would also talk to every city council person to see what their sentiment is.
