I've been learning about real estate investing and am ready to take action on my first out-of-state property using the BRRRR method (with plans for short-term rentals).

You don’t need a 50 page llan you will never refer too but a one pager with actionable items is my recommendation

People may act like they are for small govt out there,  but their actions are about as far from that as you can possibly get. 

I am interested in purchasing the property and was wondering my best course of action at this time.

As the owner of the property that is being severely mismanaged, do I have the ability to move the money directly to my bank through government action?

They're such a massive campaign that it seems unlikely, but with too much guest-first action you can expect a small shifting of the tides.

San Diego’s average house hold income is about what you stated, but the median is a surprisingly low (considering US news and world report lists it as the most expensive US city) ~$100k.  

We took legal action and got a legal judgement against him.

This may turn into a class action suit, but I think it's better to even be first to the punch before that.My recommendation is that you be first in line to hire an attorney to attempt to get part of your funds back.
