I imagine its to prevent people from selling the property and not paying off the mortgage and leaving the bank with an asset that they have to sue to get back so they can foreclose...In a BP podcast I listened to a while back the talked to a woman who was buying peoples houses and then instead of getting her own mortgage she was assuming the previous owners mortgage and paying it on their behalf.
