Perhaps you are renting out Army tanks or reinforcing everything with steal and corrugated metal. 

If he agreed to lease to you and you met all the qualifications, saw you in person and you are a protected class and then he changed his mind, that would be illegal discrimination.

So either you can strip the lead based paint and repaint, or put in vinyl or metal window frames, or not rent to people with little kids who eat the window frames and sills....There is a kit that you can use to wipe the paint in various areas and it will indicate if you wiped lead based paint. 

You can get it stuck, cut/ruin tires, do a Lot of sheet metal damage clearing trees, etc.
