My wife is essential worker, so she leaves home every day, I work from home and I have to keep an eye on the kid too.Our apartment has carpets in bedroom and living room, with foam padding underneath, but the building construction is really poor and cheap, and when kid is running on carpet, walls do vibrate.Neighbor downstairs apparently has had a history of complaining and banging on people's doors in the past.

It can take a year or more in some areas to get approvals for a new development and then 6-12 months or more to do the work to produce finished pads to build on.Starting with the raw land and developing finished pads to build can be costly and risky depending on location, site conditions, availability of utilities etc. so you will need to get the land at the right price to make this work.You need to run the numbers and way the risk and time factors to determine if it makes sense to build vs buy.

The challenge is that if your foundation pads aren't exact level (and it's almost impossible to get them level to each other), your above ground piers all end up being different heights.

We would just use temporary jacks to re-level the house next to the settling pier and either put in a new pier or pour a new much wider pad.

With enough 5 ton bottle jacks you can lift as much as you need to, with proper base pads.
