I would not suggest such a distasteful tactic but the city has obviously resorted to it.

Do you have to resort to billbacks when a later sub damages work completed by an earlier sub (example being drywall guy drives screw missing a stud, but hitting electrical wiring adjacent to stud - and other similar boo-boos)?

One doesn’t need to resort to half-baked ideas from fly-by-night operators to be successful.Barring unforeseen circumstances and/or adverse life events, it is very hard to not be, at least, comfortably middle-class in the US. 

I envision the outdoor pool and property to look similar to a Las Vegas resorts.
