If the sales price is 5% outside the market the assessor can reject your sales price and enroll it at market value. 

If it's your first though, be ready for some rejection..

Honestly, I don't blame them--I'm putting in offers that will probably get rejected, and they don't want to waste their time.Instead, what they want to do is call the listing agent and say "would you take [some low number]."

They are past rejects with questionable title searches even though a brand new assigned title company will give alleged title policies.

If they would be a reject from your screening, the question is not if they move, but when.If all tenants are acceptable, but not on leases I still would work my way up in terms of payment history, credit, Income/rent ratio etc.
