You don't have to either roll everything over or nothing; you can choose to roll over whatever amount you want, but you do have to pay tax as normal on whatever portion you do not use on the replacement.

Most Contractors would just add the tax to their materials and put that number in the bid.Or if you want to add the tax as a separate line item, fine, just don't do it at contract signing time.....Hopefully you didn't sign the contract?
