The shelters and foster networks are incredibly overrun, and I want to be responsible and not hand them off to random or possibly cruel strangers.

I don't mean to throw shade at my fellow Illinois residents, but I'm quite bearish on this state for the long-term. 

There is risk with this approach that the tenant can have short residence or leave in Nov to January.  

Tenants may not occupy residence without utility service except during brief interruptions beyond your control.

I'm a passive investor and these properties are in a different state than I reside in so I'm not there in person often. 

Being in a mentor's group you're more likely to find someone willing to sign with you than you are from a random stranger on BP or at some networking event.

The resident pays the second month on time and then, and only then, do they get the concession.If the market is soft, and we are having trouble renting, before we consider concessions, we look at the product, the marketing, and lastly the price.

Basically, you can't STR an entire home here, or even an ADU, and can only STR out a portion of a home that you reside in.
