Dehumidifiers cant dry behind the sheet rock, minimally I would guess the ceilings need to come down and bottom part of walls to remove moisture and water logged insulation.

Old windows probably won't be a big draw or something a long term tenant wants to deal with, once they have condensation and mold from the moisture.

Get to the root source of the moisture problem and remedy it.Then do the following.1.

Anything from moisture to extreme heat to shifting ground to hurricanes to fires to harsh winters to EVERYTHING could happen when you invest in real estate.

Take your time to correct problems such as water/moisture/mold, etc.

You might deal with it for a while trying to fix the problem with the source of moisture.  

You can clean it off but obviously you have some kind of venting/moisture issue.
