Is the contract that lengthy? 

This could get lengthy, as I hate when people don't give enough details to fully support their questions.We currently own a sfr in Cedar Hills, near American Fork Canyon.

I had drove and looked at it a couple of days ago and it is abandoned and needs to be dozed over due to structural instability and cost to remodel.

Don't over-due it.

As a matter of fact, there is a rather lengthy waiting list for the few programs to actually do exist and that waiting list can be as long as 24 months.

I don't like borrowing over and over due to the costs and headaches, so I'm not best-suited to answer that for you.

Is $3750 ($250/hr x 15 hours) a reasonable retainer fee  for an eviction of a buyer on a seller financed transaction where buyer is overdue on balloon payment (by 13 months), but continued to pay monthly payments, although most were late and no late fees ever paid in 6 years.  

I once had a similar (one a commerical building) situation and one letter from a lawyer changed that, though lengthy specifics and we could have sued for what they did, we just moved on, and didnt do business in that town again.
