The homeowner can sue or file a complaint to Dept of Justice for not providing this due to discrimination. 

offer him some cash for his share of the property. have him sign a quit claim deed and tell him the money is " poetic justice" for whatever his dad did to him. in the end, HE gets the money from the house and his dad didn't. poetic justice. most people will not run away from money

When the intent of the law is not followed, the letter of the law may be less important, the judge looks to justice and how to apply the law to get there. 

And I do have a good amount of evidence to prove it (photos, emails) and I also have the support of my new tenants who are willing to help me in court about all this (they are just as fed up as I am about this company and want justice).

I hardly think the 18 and 16 years does justice.  

We are in contact with the FBI, Attorney General and various other enforcements to bring him to justice.

The police officer basically informed me because the friend has been there over a week he can't do anything and that I have to give a notice of eviction for the friend with a reasonable amount of time to vacate and if that failed(it did) to file an eviction notice with the local justice of the peace which I have done.

Cashflow is the name of the game, appreciation is just icing on the cake.
