There you will deff be the owner of the property. 95% of liens get redeemed so your odds of hitting the jackpot on a lien are pretty slim.

Try to talk to some lending programs, there are a lot of aggressive lenders here on BP, but for 130k and your income in CA, I don't think it is hard for you to get one, maybe bring someone with almost perfect credit score and you might hit the jackpot.

My $.02:  Grab your 70% LTV, and for your next purchase be sure and work your numbers so that you can calculate that 30% discount, as well as a value add that can give you potentially more $$ so that you can pull ALL your cash out (and maybe more, if you hit the jackpot:) If you do find a bank willing to do a 100% cash out re-fi, please share.
