I think a lot of folks are sitting on or building up cash reserves as rates have squeezed a lot of the potential cash flow opportunities of years past. 

And again, with a separate parcel it should be easier to finance the construction and do a cash out refi.

You may also have to get your "hands dirty" in order to make these properties cash flow.
