Alternately remove them and extend the upper deck to the left end of the building.

But if you have a good decking it is doable.

We have tenant in a sf in the best neighborhood of the  city on a dead end street.Sec 8 failed huge deck because of peeling paint. 

But like other poster said, that is pretty high unless very steep roof, roof decking included, expensive labor pool, etc....roofers here take off asphslt one day and roof a 2000 sq ft one story with 450 sq ft garage the next.

You need a new deck.

The home now is in need of some big ticket maintenance items like roof, fencing, and deck.
