Paint will blister up if surface is still wet after painting it as moisture is trying to escape.

Take your time to correct problems such as water/moisture/mold, etc.

You might deal with it for a while trying to fix the problem with the source of moisture.  

You can clean it off but obviously you have some kind of venting/moisture issue.

.- Soil extraction with low moisture steam- Application of fabric softener and color brighteners removes detergent residue according to manufacturers specifications, leaving fibers bright and soft with a silky feel.

With ac units sometimes in the summer months they freeze up do to moisture in the air.

Start off all tenancies by giving tenants the EPA booklet "A Brief Guide to Mold, Moisture and Your Home."

Problem is the carpet above created excess moisture with the below plywood which within one year caused the wood to be warped.
