It seems it was a temporary government sponsored play to help move Department of Veteran Affairs owned foreclosures off the books when there was a glut of them.  

I also used to work for the Department of Family Services.

I have checked the maps of the department of power and water and the location of the power line is highly inaccurate.

So, I have not heard of REO department in this space, like we did post GFC.
