The reason some banks "disclose" their maximum bids is to discourage bidders running the bids up, if they're not going to reach the bank's "disclosed" maximum bid, because if they take the property back with the "high bid" they have to pay auction fees/doc stamps of 2.2% on the final bid price.

In Florida we have doc stamp fees that are due when there is a transfer of title so my title company sends the doc stamp fees directly to the state and then there is no record of a transfer at the county clerks office.

If you rely on any general "rule" to buy any property you may luck out without any other analysis or, you could lose your shirt because you didn't use your own pencil running the numbers based on your market, property valuations with comp sales, knowing labor and material costs, know the financing and holding costs as well as the costs of the transactions.
