It's basically what you described, getting written down and notarized so that nobody questions authenticity of signatures. 

@Adam Dassie,If you are a single guy with just a few sea bags, the moving costs may not affect you that much. 

Lots of scammers out there, they feast on newbies never give deposit....comical to hear them bag for it.
