Recently we had a loan there on a property which was vacant that accumulated 32K in water bills, likely due to a leak. 

Is this $30k  one time event, or is this $30k an accumulation over a time period that repeats?

@Keisha Lawrence I believe the property owner has 2 years to pay back the tax deed plus interest accumulated during that time frame.

It means that the taxes owed when the judgment was rendered was $13,000, but it may have taken them a long time to notify everyone who had an equitable interest in the property and the taxes that have accumulated since then plus the administrative costs may be the difference.
