One thing I've learned about this issue is to use a high clay based dirt packed against the foundation will minimize the freeze-thaw & torquing of settling, by diverting surface water from being able to cause these issues.

Unless you anticipate going in during or after the rehab to do it yourself, make sure you include in the bid, things like:- Trim- Painting - Light fixtures/fans- All floors and surfaces as you imagine the tenants using- Landscaping - Etc.

I dont have an answer but its an issue and with the younger generation forgoing the trades I suspect its not going to get better .If I look at my Oregon trades its heavy to Hispanic with Russian eastern block doing all of our flooring and hard surfaces in the home.
