Write to the offending tenant and say a nearby property owner you know contacted you that the police were going to one of your units and tell them if it happens again, they will be asked to vacate as this is a material breach of the rental agreement.First, they won't likely know what their lease really says on this subject, so even if it's a bluff, it should still work.
