How would I contest this interpretation of the bedroom rules?  

The prepayment limit is definitely a gray area in Pennsylvania, its open to interpretation, some DSCR Lenders will originate with PPP under $301k (2023 limit), some wont, some also will do full prepayment if 3+ units.That being said, most DSCR Lenders will allow loans with no prepayment penalty, the rates and/or closing fees will be significantly higher though than if with the standard 5/4/3/2/1

Unfortunately, Minnesota law, much like the way my lease is written, leaves gray area that can easily be interpreted to support the tenant in a situation like this.

I understand that's enough for YOU, but we have a more well defined mechanism for interpreting the Constitution in this country than any single individuals opinion.

Again, maybe I misinterpreted your post (and if so, I apologize, it was unintentional), but my response certainly seems to logically follow my interpretation, indicating that at very least I read your post.

Although the SAFE act was federal, it can be interpreted differently when the local law was passed.For example, NH, which is the Live Free or Die state, has one of the most restrictive SAFE act laws in the nation.

They also eminate from the courts through their interpretation of said laws, guidance memos, known as case law.Fines for fair housing violations on the federal level I believe are $16k for the first offense up to $70k for a third offense I believe.The 2 lines in your conversation that would pose an issue with an enforcement agency would be asking do you have the proper paper work (no paperwork is required) and asking the breed of the dog.
