As an FYI Dementia is not a special physical disease separate from other mental disorders. 

Realistically speaking, for those of us who have been through the process up in colder climates, you will know that judges are invariably far more hesitant to evict in winter months if alternative housing looks like it can't be arranged.

Other concerns I would have are climate factors, like heavy snows in northern states that can damage the roof, or  the possibilities of tornadoes in the heartland.

The current climate with COVID-19 further complicates things.

If it is located in a cold climate, that definitely needs to be taken into consideration. 

Do you know if I am able to serve a 3 day notice to pay or quit even in this current climate?

In my market, I can add a quality, used set for under $400 and increase rent $50 - $75 per month.I'm in a cooler climate so a garage adds value, particularly if it's attached.Storage space.

I wouldn't expect top dollar given our current economic climate.

Also, for climates like mine, where the main issue is cooling, would it make more sense to focus on attic foil/radiant barrier rather than, or in addition to, insulation? 

Carpets have their "warmth" appeal and feel which is particularly desired in colder climates.
