In this case, after the most recent 3 day notice, he again said that he can make full payment (for this month as well as previous balance), and so he was allowed to make a payment, but this time, the payment site was set not to accept any partial payments, and so now a week has gone by, and no payment, but have received an email from a supposed rent-assistance type of organization that states their intent to pay for him or something to that effect on the grounds for covids and/or financial hardships to avoid going homeless, which I am guessing is more of the same cat & mouse game to buy time. and here is the question: Given that he was offered a chance to pay online the full amount (which he didn't), does that invalidate the most recent 3 day notice, and if that means that we have to serve him yet with another fresh 3 day notice before proceeding with getting the lawyer to evict him?

I believe in buying in good areas and if the unit doesn't not look the best then before renting out fix it up to make it look nice (no need to spend much just the minimum to make it clean, neat and nice).If you want many people to see your rental ad then post it in all listing websites in your area (Like Zillow, Hot pads, apartments.com etc.).Make sure the pics look nice and neat.

You want a pad of cash flow in case something bad happens.

Adding a few pads is one thing, but doubling the size is something I could foresee being met with major resistance from the city, county council, or local citizens.  

Another thing to do is supply furniture pads for the bottom of chairs/sofas, etc.Lastly, inspect those units on a regular basis to let the tenants know you are heads-up in the game.

If your developing, make sure your Roadbills are segregated from your building pads or dirt work.
