I'm not sure if by sending out notices it could be viewed as some sort of attempt to unfairly retaliate/humiliate/discriminate against the owner of the service animal and do you more harm than good.

I don't know Nebraska law, but I think it's a fairly universal concept that whoever provided the alcohol is next in line of liability after the person who imbibed and later caused harm to someone or something.
