I'm planning on floating vinyl plank throughout the entire unit, with the exception of tile in the bathroom.  

The oil floats on top of water and the the point where the two meet is easily found with a paste that can be applied to a stick.

You should consider refinancing through Sofi/earnest ..Literally same situation about 6-8 months ago and refinanced to a 5 year floating loan from 6.8% to 4.3% (now 4.4% based on increase in libor rate).

Always pay slightly behind, and be wary of any contractor that doesn't have contractor accounts that let them float materials at least 30 days (ie they need a big chunk of "down payment" money from you to get started).

Floating operating expenses is one thing, but large capital purchases like RE need to be acquired using safer alternatives.

And, it's unlikely that most tenants would keep paying rent on a property they can't live in while their belongings are floating in water.
