Even though its likely not a deal that will prosper you can test some of your sales strategies especially with the rapport you built so far. 

Or you might put an ad in some of the free publications (Ebay Classified, Craigslist,) or some consturction type sites and run an ad for a part time project manager, with the list of things you've outlined.

Wealthy people prosper, and create jobs for others.

Well we will all be VERY happy if the S&P returns 12% for 20 years straight, it would be the most prosperous time in the history of the US.  

Happy people are more productive and prosperous. 

To base a decision on something that may or may not happen - even if the odds are with you (and the general sense of it is that Columbus will prosper but who really knows what will happen because of forces outside of Columbus) - is definitely unnecessary and, in my humble opinion, unwise.
