They want to put a garden on it and offered to put a clause in the deed to "never build on it" (sending me a clear message that they want me to never build, but that doesn't really matter it's my land).

I live close to Ednor Gardens and have noticed rents going up quite a bit there. 

I attended an HBCU-Lemoyne-Owen College in the middle of for lack of better words the hood/ghetto 1997-2001 right across the street from the projects Lemoyne Owen Gardens.
