I am currently under contract for a 4 bedroom 3 bath home in Columbia Heights that I plan to live in for a year with roommates and then look for HCVP voucher holders to rent the entire home in the 2nd year.

has anyone asked their tenants to apply for a housing choice voucher or section 8 program while they are currently living in your property?? 

Unless Denver is different that most places that have source of income as a protected class, you have to accept S8 vouchers if the tenant has one, but you do not have to comply with the S8 program.Where I am, I'm forced to accept a tenant that has a S8 voucher, but because I can refuse to fill out the S8 paperwork, refuse to allow S8 to inspect the unit, and refuse to fix any issues any S8 inspection found, they will never actually issue a voucher for that unit.

Matt,Rent the units out to tenants with a Section 8 Voucher.

My city says you have to count housing vouchers as income.  

Have you considered the local Section 8 or Housing Voucher Program?

We have done Coinstar for airline tickets and HD vouchers but mostly I wind up rolling them and that's OK. 

Everything with housing has slowed to a crawl as well, so it's unlikely they'll get their updated voucher, find a new place, and get inspections done within a reasonable timeframe.
