Yes thats the problem it is discriminatory to not rent to a section 8 participant based on bias and stereotyping that is the problem they will rent their houses in lower income neighborhoods which defeats the purpose of the program and segregates them in the neighborhoods they are wanting to leave that is discrimunation.
