@Stuart Udis I pretty much avoided looking into any of the Philadelphia offerings knowing I had no idea about the area or the local rental environment/landscape.

Those that deal with the 12 1/2 % remaining have a chance for much better success OVER THE LONG TERM, in all economic environments.
