Some might devaluate the building cost to reduce permit fee, well, you know how that goes. 9 months just building alone, around $130-160/sq.ft. for me, simple and basic, granite tops, carpet and laminate floor, custom stained cabinets, asphalt shingle.

The letter includes a timeline of communications with my contractor stating that he contacted them to let them know the asphalt was on its way to the site and was told at that time that permits had not yet been issued.I was told that while it was the County's right to order me to rip out the driveway, they were willing to take core samples to assess the compactness and depth of it's base, and have a engineering assessment conducted at my expense and, pending the outcome, possibly issue a retroactive permit.  

An asphalt shingle reroof is not rocket science but pretty routine, and some inspectors even note that roofs have to be repaired or replaced in some transactions (or is it flat built up, roof, etc). 

Instead of the more typical flat concrete roof with waterproofing sealant, this one is built with concrete slab laid on a slight incline, with what look like asphalt/composite shingles over top, and the shingles painted over with a waterproof coating!

Hey JordanReduce your cost dramatically your in Texas so your mostly non-union hire some guys to do the tear off you can get that done for around 600 bucks buy 16 squares of asphalt shingling  have it delivered, hire a guy with an air compressor and nailer offer him 35 bucks a square he'll be done in less than 3 hrs.

The complex was built in the late 1980s and now needs everything:  new asphalt, new roofs, exterior repairs and paint, new fencing, etc.  

Ext paint, roofing, pool area, landscaping, pavement, etc?

Can you get a photo from different angle of the front so that it doesn't have such an expanse of asphalt?
