To all my experienced investors, would route would you recommend I prioritize first?

The cities also prioritize locals, but in the case of Baltimore I can see this backfiring if they allow out-of-towners who think this will work to try it.

@Russell Brazil I can understand why someone wouldn't prioritize it if their jurisdiction doesn't.

Focus on markets that have a good thesis behind why they will appreciate and prioritize  this over cash flow.

As a solo operator I soon ran into the problem of having too many properties to pursue at a time.....like 100's of them and I figured out that I needed to prioritize my efforts in some way. 

For ex, of more than one person is in need of service how would that be prioritized?

As you continue to grow you'll thank yourself later that you prioritized bookkeeping because playing catch up can be difficult and costly. 

Contractors, in general, are also doing a lot of jobs and will prioritize the ones where they can have the most people at the same time.Even my best contractors over the years got greedy at some point.
