My plan was to use the condo heloc as the down payment for the duplex, and then sell the condo and the proceeds would pay off the heloc. 

A cash out refi should get you a good appraisal value and the windfall that might work better than a HELOC, but it depends on your initial rate.

Every 4-5 years they would use the equity in their existing home to get a HELOC/refinance mortgage to purchase another house.

Anyone recommend any heloc providers that work in west palm beach area?

Today, the property is worth $95k and I find it very difficult to do a cash refi or HELOC to purchase other properties because it’s in an LLC.  

For funding, I have a couple options, use my heloc (prime +0.5%) for the down payment and then conventional loan for the rest.
