In Jersey City rent control only applies to older building that are 5 units or more not new construction.

Maybe for a newer construction is not but older homes (<1970), it is real.

If the Warranty Deed has been properly recorded, the court deems that, as "constructive notice".

Also, construction is in all time low, so that factors into the need for rental properties. 

The challenge is knowing how to scope out the renovations properly and understand your construction costs. 

I have always been interested in home construction techniques that are different or older.Container homes, these sorts of shot-crete homes, bale homes etc.The biggest issue is not that fact that they will rent, for if they are in the right location, of course they will rent just fine.

You should look into new construction, A builder like Lennar in Bulverde area.

(I personally did this) I would say though that in the worst-case scenarios that you mention of loss of job and such, I view it as more helpful to have someone by your side helping you construct a plan through it who has been through hundreds of those situations before helping clients.
