We typicall upgade lighting by popping in recessed LEDs on dimmers where previously lamps on switched outlets were used, maybe some paint or LVP, but usually not much. 

Further reading, however, has led me to the notion that there are other ways to be a qualified business that are not immediately apparent, but those same sources do not get into the weeds of the law.
