If the bays are separate with locking doors you can rent them separately or include the one with the electrical panel with the unit it services and charge a higher price.

I am taking retail stores that get thousands of people per day walking over it, so it is basically indestructible and easily replaceable if one panel gets damaged. 

Now, I UPGRADE my duplexes not with swimming pools mind you, but with microwaves over the stove, granite countertops, replace small and out-dated baseboards, replace carpet with luxury vinyl floors, upgrade to LED light fixtures, up-date faucets, new-used appliances, six panel interior doors and contrast paint (white ceiling, Light beige or grey walls and all trim white).  

The inspection cited the need for a new electric panel; the current one works, however in n the words of one electrician, "It is Zinsco panel must be changed".
