i feel your pain on the break in, where im at its not uncommon to have things "walk off". we had the entry line for the power hit twice in one house, in 3 days, we almost caught them the second time. have had ac's and water treatment systems disappear too. usually about 3 to 5k a pop.

We have no doubts as a resident and real estate investor that this is media hype that will disappear as soon as the next big thing happens and that the bill, even as written will not affect anyone, especially the citizens and the places they do business in.

Then, after the landlord rented to this "perfect" tenant, that person would disappear, and a meth lab would be set up until they got kicked out or they got out before they were discovered.The result was landlords ending up with properties that were then hazardous/toxic, and as I recall, would not be fit for habitation for years.
