Conversely, if that 32 unit building needs rewiring or anything else along those lines which wouldn't surprise me since a lot of the owners that caused the city to be so leery of the suck the $$ out, never put the $$ in landlords would cut off a couple fingers of they had to, to avoid updates like that.

Plus if there are kids you don't want them accidentally sticking their fingers in there and hurting themselves -- a liability.

The house is filthy....but was that "malicious" or simply tenants living in an unclean manner?

My library has the audio book so for me the investment in the was zero, however, I am really considering purchasing the new book in it's text format because my fingers are getting numb from writing down notes.

Or maybe the owner wanted that anyways, so there is no more “neighborhood serving” retail (5 finger discounts for some patrons ;) which may compel the city to eventually force some compromise on redevelopment there.
