In your case, I'd ask why a culvert and low bridge would not work providing access to the back 1/3 of the property.....and if it's a creek, it probably would serve as an economical alternative to forcing sale and buying access.The width and depth as well as water flow will have a bearing on your economic viability to install a bridge.
