If I was your tenant I would also expect to be released out of the lease and unwilling to blackout the windows creating a cave like atmosphere or turn off my electronics however them refusing the portable ac's is odd.

Also you could get an electronic lock and make a code for your contractor/handyman, that's what I have done when I was out of state and it worked out fine.

@Amber McGill - if you keep all your documents electronically so you can email them at a moments notice (sometimes several times - always use the Subject line to tell yourself what the attachment is so you can find it easier and resend it!!)
