I've been working with a couple of attorneys trying to sort this one out but the drifter keeps disappearing and doesn't have a known address so it's hard to pin him down.

Since commercial lending is far less regulated than residential things can change very abruptly at a bank/credit union when it comes to their commercial/portfolio lending strategy and you may find yourself searching for a new lender but also in a position where you have prepayment penalties if you refinance out of your current lender.

Or worse yet, the super shady lenders or brokers that collect an upfront fee and come closing time....disappear or give some reason as to why they can't lend. 

They disappeared.

If you smile at the right people or get enough concerned citizens outraged then you can usually make injustices disappear. - I had a township change rules so I couldn’t dump construction debris in their free dump (you get 10 trips per year as part of $7000 in property taxes on a 200k home) and I had shown up in a loaded truck with my helper, while 7 months pregnant, and they turned me away.

After they were gone, and the place cleaned out, took 3 months, roaches totally disappeared, the rental unit and adjoining units.The chief reason we found with these tenants is they leave dirty dishes in the sink, don't wipe off tables after they eat etc.

I think if the applicant isn't for real, they'll just disappear after you hand the HUD letter to them to have filled out by their doctor.  

Remember that when the market pops you will be able to find many more cheaper rentals as 50% of today's investors will disappear just like in 2008.

People change their minds, back out, disappear etc, and that could be valuable marketing time to get a good tenant ready to sign a lease right away.
