Tell them you won't be raising rent at this time (this is what tenants most fear at change of ownership); that will put them at ease and demonstrate good will.

A couple random thoughts......is your LL experience demonstrates the possible tenant quality difference between the two areas.

To demonstrate you are being fair, you might have to do the same with all other tenants (like give similar notice and rent increase) - not really sure about how that would be judged. 

@Filipe Pereira had some very good suggestions that, at the least, will demonstrate you made every reasonable attempt to contact the tenant and resolve the matter.

The few Zoom meetings I have had with "younger" professionals in NYC (read lower cost but very expensive apartments), demonstrate a compromised connection.

So lets say San Diego would have had 0.6% ratio when the RE was $80K and has 0.5% ratio today.Applying San Diego numbers to Fresno values (just to demonstrate and not trying to be real accurate on the exact values depicted): $80K * 0.6 = $480/month rent versus $300K * 0.5 = $1,500 rent. 

I’ve also had much better success limiting damages by having units spotlessly cleaned and having a walk through with tenants that includes demonstrating proper use of shower curtains, windows and most importantly, undersink plumbing checks with a when to call and report a problem.

What is really important is that you have a written process (checklist) you follow every time, so you can demonstrate you are in compliance with fair housing laws.
